About the position

The Supervisory Business Operations Manager at the National Science Foundation (NSF) serves as the principal operations expert for assigned organizations, providing operational management and administrative leadership. This role supports strategic planning and policy activities related to organizational operations, ensuring effective human capital and financial resource management. The position involves overseeing HR strategic planning, managing recruitment and hiring processes, and representing organizational interests in various meetings.

Responsibilities

  • Serve as a first-level supervisor responsible for planning and assigning work, evaluating performance, and assessing training needs.
  • Manage recruitment and hiring processes, including making decisions regarding selections and promotions.
  • Coordinate and administer human capital activities for the assigned organization(s).
  • Perform strategic planning for human resource needs and develop annual workforce plans.
  • Oversee HR strategic planning activities and serve as a key resource regarding HR administration rules and regulations.
  • Initiate and review confidential recommendations for recruitment, selections, promotions, and performance ratings.
  • Establish effective personal contacts and working relationships with senior-level officials.
  • Represent organizational leadership in meetings within and outside NSF as requested.
  • Develop strategies for forecasting, acquiring, and allocating resources based on organizational needs.
  • Oversee and coordinate the preparation and analysis of annual organizational budgets for review.
  • Manage and oversee financial resource management for the assigned organization(s).
  • Identify requirements for developing and implementing effective business processes, including policies and workflows.
  • Coordinate and lead complex projects and assessments to evaluate administrative operations and procedures.
  • Oversee data preparation activities and ensure consistency and accuracy in reporting.
  • Participate in the development of strategic planning for assigned organizations and communicate policies and procedures to staff.

Requirements

  • At least one year of specialized experience equivalent to the GS-13 level in the federal service overseeing business operations functions.
  • Experience must include oversight of human capital resources and financial resources in support of an organization.
  • Experience in strategic planning activities in collaboration with organizational leadership.
  • Experience in allocating both human and financial resources.
  • Experience in establishing and implementing effective administrative and business processes.

Nice-to-haves

  • Experience advising on staffing and recruitment activities.
  • Experience advising on budget justification, formulation, and execution processes.
