About the position

The Division Operations Officer position is a critical role within the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), a law enforcement agency under the U.S. Department of Justice. This position is located in the Charlotte Field Division and is responsible for overseeing the planning, directing, and monitoring of the Division Operations Office's functions. The Division Operations Officer serves as the principal liaison between division personnel and various high-level officials, including the Special Agent in Charge (SAC) and the Director of Industry Operations (DIO). This role is essential for ensuring effective communication and coordination among different components of the Bureau and other government agencies regarding operational activities and intelligence programs. In this capacity, the Division Operations Officer will evaluate the effectiveness and efficiency of division programs, develop and assess procedures or policies aimed at enhancing operational effectiveness, and manage budget allocations and reports. The officer will also oversee all data processing and office automation hardware and software within the division. Typical duties include initiating and directing studies and operational reviews to improve division effectiveness, providing law enforcement expertise to high-level officials, and representing the division in formal agreements with other agencies. The role may also involve active participation in investigations to assess and evaluate operational techniques and training effectiveness. Responsibilities

  • Plan, direct, and monitor the functions of the Division Operations Office.
  • Serve as the principal liaison between division personnel and high-level officials.
  • Evaluate the effectiveness and efficiency of division programs.

  • Track and analyze funds allocations and prepare budget reports.
  • Coordinate and oversee all division data processing and office automation hardware/software.

  • Provide law enforcement expertise to high-level officials regarding policy and resource management.
  • Represent the division in developing agreements with other law enforcement and regulatory agencies.
  • Participate in investigative roles to assess operational techniques and training effectiveness.

Requirements

  • At least one year of specialized experience equivalent to GS-13 level.
  • Experience in initiating, planning, and directing studies or operational reviews.
  • Demonstrated ability to develop and evaluate procedures or policies for division operations.
  • Experience providing law enforcement expertise to high-level officials.
  • Proven leadership experience in managing work groups or special projects.
  • Ability to review and evaluate comprehensive reports submitted by subordinate personnel.

Nice-to-haves

  • Experience in budget management and financial reporting.
