About the position

The ideal candidate for this position will have advanced knowledge of and experience with project management for technical or environmental compliance programs, has a proven track record of leadership, and strong analytic and communication skills. Experience with the National Flood Insurance Program (NFIP) is strongly preferred. In this position, you will serve as the Supervisory Emergency Management Specialist (Mitigation) for the Region 9 NFIP Endangered Species Act, overseeing the Region's Endangered Species Act (ESA) compliance program related to FEMA's implementation of the National Flood Insurance Program (NFIP).

Responsibilities

  • Overseeing all aspects of project management for the development of environmental compliance documentation and implementation and integration of compliance activities into local floodplain management programs.
  • Applying principles of project management from the beginning of employment to fulfill the requirements of the position.
  • Advising the FEMA Region 9 leadership team on ESA compliance in relation to the NFIP through regular reporting and preparing and delivering senior leadership briefings.
  • Defending agency positions effectively through written and oral means by leading meetings, developing leadership briefings, and maintaining close relationships with stakeholders at the Federal, state and local levels.
  • Coordinating input from multiple internal and external stakeholder groups with competing viewpoints into a comprehensive compliance approach.
  • Directing, coordinating, and overseeing subordinate personnel and contractors to ensure the successful completion of all project tasks with aggressive deadlines.

Requirements

  • You must be a U.S. citizen to apply for this position.

  • Current federal employees must meet time-in-grade requirements.
  • You must be able to obtain and maintain a Government credit card.
  • You must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period of time.
  • To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government.

Nice-to-haves

  • Experience with the National Flood Insurance Program (NFIP) is strongly preferred.
