About the position

The Supervisory Facility Operations Specialist (Facility Manager) position at the Department of Justice is a critical role responsible for ensuring the effective management and operation of facility maintenance and construction projects within a correctional institution. The incumbent will serve as the Facility Manager, overseeing all aspects of maintenance repairs, alterations, and construction projects. This includes planning, directing, and managing a workforce that consists of both civilian and inmate workers. The Facility Manager will initiate proposals for improvements and major repairs, evaluating them based on operational costs, manpower requirements, and structural changes, while also making recommendations regarding the feasibility of projects and methods for execution. In addition to managing facility operations, the Facility Manager is charged with maintaining the security of the institution, which is a primary responsibility shared with all correctional institution employees. The role requires a strong understanding of construction standards, methods, and techniques, as well as the ability to manage environmental regulations for compliance. The Facility Manager will also be responsible for developing and executing a preventive maintenance program to ensure that the institution's facilities remain in sound condition. The position requires a proactive approach to facility management, including conducting surveillance over construction and maintenance operations performed by contractors, reviewing project plans for workability, and ensuring that all operations conform to established project specifications. The Facility Manager will also be involved in estimating material and labor costs for various construction and maintenance projects, directing work operations, and maintaining appropriate contacts with the organization funding the projects. This role is essential in fostering a humane and secure environment for individuals preparing for successful reentry into the community.

Responsibilities

  • Serve as Facility Manager responsible for planning, directing, and managing all maintenance repairs, alterations, and construction projects.
  • Manage a workforce comprising civilian and inmate workers.
  • Initiate proposals for improvements and major repairs, evaluating them in terms of operational costs and manpower requirements.
  • Make cost estimates and direct the preparation of preliminary drawings and lists of material needs.
  • Make recommendations regarding the feasibility of projects and methods for execution.
  • Maintain security of the institution as a primary responsibility.
  • Develop and execute a preventive maintenance program to keep the institution's facilities in sound condition.
  • Conduct surveillance over construction and maintenance operations performed by contractors, ensuring compliance with project specifications.

Requirements

  • U.S. Citizenship is required.
  • Education: Major study in engineering, industrial arts, property management, or business administration.
  • Specialized experience managing a maintenance program for various facilities, including planning maintenance activities and developing preventive maintenance programs.
  • Experience conducting surveillance activities over construction and maintenance operations performed by contractors.
  • Experience performing maintenance or construction work, including estimating material and labor costs for various projects.
  • At least one year of specialized experience equivalent to the next lower grade level in the normal line of progression for the occupation.
