About the position

This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS) with one vacancy located in Silver Spring, MD; San Luis Obispo, CA; San Francisco, CA; Scituate, MA; or Key West, FL. As a Supervisory Facility Operations Specialist, you will perform the following duties: Serve as Senior Infrastructure Manager providing management, planning, and general administration for the Office of National Marine Sanctuaries (ONMS) vessels, facility operations, and Information Technology (IT) infrastructure. Lead long-term facility operational planning, including prioritizing facility needs, maintenance and repair, property management, and safety (including Occupational Safety and Health Administration (OSHA) compliance). Direct the IT manager in providing oversight for IT operations, security processes, and facility operational planning, to include information management programs, information systems, and support services for ONMS. Direct and oversee facilities operations to include managing activities such as code compliance, minor and major capital investment/construction, and tenant improvements and recapitalization. Collaborate with senior leadership to establish facility requirements and objectives, plan for accomplishment, review status and progress, provide management guidance and direction, and provide advice on policy matters. Oversee facility operating budgets and any related capital expenditures. Direct marine vessel acquisition and industrial costing programs, overseeing the identification of vessel requirements and analysis of alternatives. Oversee and execute a wide range of technical analyses, engineering and arrangement studies, economic analyses, and detailed design work for small boat platforms to determine the suitability, feasibility, and reasonableness of modifications. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Evaluate work performance of subordinates and develop performance plans. Interview candidates for jobs, and recommend and initiate Human Resources actions.

Requirements

  • Applicants must be U.S. Citizens.
  • Suitable for Federal employment, as determined by background investigation.
  • Must be registered for Selective Service, if applicable.
  • One year of specialized experience equivalent to the next lower grade level in the Federal Service.
