About the position

The Supervisory Federal Revenue Analyst is a pivotal role within the Child and Family Services Agency, responsible for overseeing the daily operations of the unit that implements the agency's policies, procedures, and initiatives related to revenue maximization and federal revenue programs. This position plays a crucial role in supervising the budgeting, expenditure reporting, rate setting, and quality assurance operations for Family Based and Congregate Care providers. The primary objective is to secure enhanced federal funds and benefits for children in foster care, in accordance with Title IV-E, Social Security, and Medicaid regulations. In this role, the analyst will supervise the invoice certification process for contracts, ensuring accurate and fiscally responsible payment and expenditure tracking. The position also involves providing technical assistance in contract development, particularly for Board and Care and Case-Management Services, and maintaining responsibility for the collection, review, analysis, and reconciliation of vendor quarterly expenditure reports. The analyst will address budgetary, expenditure, and federal claiming issues associated with contracted services and provide training and technical assistance to vendors regarding invoicing and expenditure reporting. The Supervisory Federal Revenue Analyst will also be tasked with developing and recommending policies and procedures to enhance operational efficiency. This role requires a strong background in financial management, particularly within state and federal child welfare programs, and the ability to apply complex statistical, accounting, and budgeting principles effectively. The analyst will be expected to communicate complex issues clearly, prepare reports, and present recommendations based on thorough analysis and evaluation.

Responsibilities

  • Supervises the invoice certification process for contracts with the Federal Revenue Unit.
  • Provides technical assistance related to contract development, particularly for Board and Care and Case-Management Services.
  • Maintains responsibility for the collection, review, analysis, and reconciliation of vendor quarterly expenditure reports.
  • Addresses budgetary, expenditure, and Federal claiming issues associated with contracted Family Based and Congregate Care services.
  • Provides training and technical assistance to vendors and contracted providers regarding invoicing and expenditure reporting.
  • Develops and recommends policies and procedures as appropriate.
  • Performs other related duties as assigned.

Requirements

  • Bachelor's Degree in Business or Public Administration, Business Management, or Accounting is highly preferred.
  • Five (5) years of progressive administrative financial management or financial consulting experience with State/Federal child welfare programs, specifically Title IV-E Foster Care and Adoptions Assistance Program and Title XIX Medicaid Program is highly preferred.
  • Demonstrable expertise in administrative financial management or financial consulting experience with State/Federal programs.
  • Ability to apply complex statistical, accounting, and budgeting principles and techniques is required.
  • Demonstrated skills and experience in child welfare program funding, budgeting, costing, and contracting.
  • Skill in oral and written communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation.
  • Ability to articulate concerns and/or position on extremely sensitive issues; ability to implement changes for more effective operations.
  • Ability to think critically; problem solve; and render excellent customer services.
  • Ability to develop and manage staff; collaborate with internal and external stakeholders.
