About the position

The Supervisory Financial Analyst position at the Department of Veterans Affairs Office of Finance is a critical role that manages and supervises the Operations Oversight Team Section for Financial Operations and Support. This position is directly responsible to the Director and serves as an analyst and advisor, evaluating the effectiveness and operations of various programs. The incumbent will be expected to provide technical and administrative supervision to the Financial Quality Assurance Team within VHA 104C, establishing performance standards, reviewing training plans, and approving leave for subordinate staff. As a first-level supervisor, the incumbent will handle grievances, recommend hiring and promotions, and support Equal Employment Opportunity policies and programs. The role requires planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for work completion. The incumbent will oversee the VHA Financial Quality Assurance program, which includes providing oversight and direction to VHA national content, including directives and instructions related to conducting, documenting, and reporting on Financial Quality Assurance Reviews (FQAR). The position demands a strong understanding of financial records, management reports, and policies affecting financial conditions and operating results. The work environment is dynamic, requiring the incumbent to adapt to changing technology and provide extensive training and guidance to staff. The position is full-time, with a work schedule from Monday to Friday, 8:00 am to 4:30 pm, and while telework is available, the incumbent must report on-site 50% of the time. This is not a remote position, and applicants must be willing to work at one of the specified physical duty stations listed in the announcement.

Responsibilities

  • Manage and supervise the Operations Oversight Team Section for Financial Operations and Support.
  • Serve as an analyst and advisor to the Director regarding program effectiveness and operations.
  • Provide technical and administrative supervision to the Financial Quality Assurance Team within VHA 104C.
  • Establish performance standards and review individual training plans for subordinate staff.
  • Approve leave requests for subordinate staff and handle grievances.
  • Recommend hiring, promotions, and adverse actions to the Director.
  • Support and implement Equal Employment Opportunity policies and programs.
  • Plan and prioritize work for subordinates, preparing schedules for work completion.
  • Oversee the VHA Financial Quality Assurance program, ensuring compliance with directives and instructions.
  • Systematically examine and appraise financial records, management reports, and policies affecting financial conditions.

Requirements

  • Must be a U.S. Citizen to apply for this job.
  • Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
  • At least one year of specialized experience equivalent to the GS-13 level in Federal service.
  • Experience with conducting or reviewing compliance with financial policy and associated reporting.
  • Experience in detecting fraud, waste, and abuse related to VHA financial policies and programs.
  • Administrative and technical supervision experience necessary for unit work within the VHA.
