About the position

The Supervisory Financial Manager (Comptroller) will oversee financial management programs within the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic. This role involves evaluating budget and accounting practices, serving as the principal financial advisor to senior management, and ensuring compliance with financial policies and regulations. The position requires directing financial management systems and managing the organization's fiscal program to support its long-term goals.

Responsibilities

• Evaluate budget, accounting, and financial management programs for compliance with financial policies and regulations.
• Serve as the principal financial advisor to the Commanding Officer, Executive Officer, and other senior managers.
• Analyze financial data to advise on costs, fiscal allocation, labor funds management, and budget preparation.
• Direct the administration of financial management systems to ensure accurate and timely completion of financial reporting, accounts payable, general ledger accounting, and payroll.
• Manage the organization's fiscal program to maintain compliance with accounting of appropriated funds.
• Write budget and financial policies to support the organization's programs and activities.

Requirements

• At least one year of specialized experience at or equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private or public sector.
• Experience in developing, coordinating, and maintaining an integrated system of financial staff services including accounting, budgeting, and financial management reporting.
• Ability to exercise control over the financial resources of the organization.
• Experience in coordinating and synthesizing financial and management data to interpret overall financial results.
• Overseeing the development and implementation of financial policies, procedures, and plans to achieve long-range goals.
• Advising management officials by supplying necessary financial management advice.
