About the position

The Supervisory General Engineer (Deputy Facility Manager) position at the Department of Health and Human Services is a critical role responsible for overseeing the operation, maintenance, design, construction, and modification of buildings, utilities, grounds, and tenant systems and equipment for the Pine Ridge Service Unit in Pine Ridge, SD. The incumbent will supervise staff and ensure that projects are completed efficiently while monitoring contracts to ensure compliance and quality standards. This position is essential for maintaining the infrastructure that supports health services in the area, ensuring that facilities are safe, functional, and conducive to providing high-quality care to the community. In this role, the incumbent will plan work to be accomplished by subordinates, set priorities, and prepare schedules for the completion of work. They will develop performance standards and evaluate work performance, ensuring that all engineering and facility management activities align with the strategic goals of the organization. The position requires the preparation of an annual facilities program plan to provide for the maintenance and repair of buildings and structures, as well as overseeing the Engineering Branch to ensure thorough reviews of design drawings and specifications submitted by engineers, architects, and contractors. The Supervisory General Engineer will also be responsible for administering the overall planning, programming, coordination, and administration of program services, which includes managing a diverse workforce and developing goals and objectives for the facility management program. This position is not only about technical expertise but also about leadership and effective communication to ensure that all team members are aligned and working towards common objectives.

Responsibilities

  • Oversee the operation, maintenance, design, construction, and modification of buildings and utilities.
  • Supervise staff and ensure projects are completed on time and within budget.
  • Monitor contracts to ensure compliance with specifications and quality standards.
  • Plan work to be accomplished by subordinates, set priorities, and prepare schedules for completion of work.
  • Develop performance standards and evaluate work performance of engineering staff.
  • Administer the overall planning, programming, coordination, and administration of program services.
  • Prepare an annual facilities program plan for maintenance and repair of buildings and structures.
  • Ensure thorough reviews of design drawings and specifications submitted by engineers, architects, and contractors.

Requirements

  • Bachelor's degree in Engineering from an accredited institution or equivalent combination of education and experience.
  • At least one year of specialized experience equivalent to the GS-11 grade level in the Federal service.
  • Knowledge of the theories, principles, practices, and techniques of General Engineering.
  • Ability to independently use and interpret National, State, and Local Building and Safety Codes.
  • Possession of a Professional Engineer (PE) registration or Certified Health Care Facility Manager (CHCFM) certification.
