About the position

The Supervisory HR Specialist (Labor/Employee Relations) serves as the Chief of the Labor and Employee Relations Division within the Department of Defense. This role involves directing a team of HR specialists to manage and oversee labor and employee relations functions across various locations, including headquarters and field offices. The position requires providing expert consultative services on complex HR issues, managing program segments, and ensuring compliance with federal regulations while fostering a positive workplace environment.

Responsibilities

  • Provide expert management consultative service on complex HR issues related to workforce conduct and performance.
  • Manage and coordinate key program segments of the Labor and Employee Relations function.
  • Work closely with the HR Director and senior managers on HR issues and policy changes.
  • Oversee negotiations of union bargaining agreements.
  • Ensure agency leadership is informed about compliance with federal regulations.
  • Perform managerial duties including workload objective development, work assignment, and performance evaluation.
  • Identify training needs and resolve employee complaints.
  • Foster a positive workplace environment through high standards of conduct.

Requirements

  • U.S. citizenship or nationality required.
  • Minimum of one year of specialized experience equivalent to the GS-12 level for GS-13 applicants.
  • Minimum of one year of specialized experience equivalent to the GS-13 level for GS-14 applicants.
  • Experience in managing employee and labor relations programs.
  • Ability to draft responses to grievances and unfair labor practice charges.
  • Experience in representing management in arbitrations and third-party proceedings.
  • Technical advisement on sensitive HR issues and regulatory guidance.

Nice-to-haves

  • Experience in federal HR policies and procedures.
  • Knowledge of the Defense Civilian Personnel Data System.
  • Ability to conduct training sessions for management on labor relations topics.
