About the position

The Chief of the Labor and Employee Relations (LER) Division oversees a team of HR specialists, managing labor and employee relations functions across various locations, including Headquarters, field operations, and commissary stores. This role involves providing expert consultative services on complex HR issues, managing key program segments, and ensuring compliance with federal regulations while fostering a positive workplace environment.

Responsibilities

  • Provide expert management consultative service on complex HR issues related to workforce conduct and performance.
  • Manage, coordinate, and integrate key program segments of the Labor and Employee Relations function.
  • Work closely with HR Director and senior managers on HR issues and policy changes.
  • Oversee negotiations of union bargaining agreements.
  • Ensure agency leadership is informed to comply with federal regulations.
  • Perform managerial duties including workload objectives, staff assignments, and performance evaluations.
  • Identify training needs and resolve employee complaints.
  • Effect disciplinary measures and maintain high standards of conduct.

Requirements

  • One year of specialized experience equivalent to the GS-12 level for GS-13 applicants.
  • One year of specialized experience equivalent to the GS-13 level for GS-14 applicants.
  • Experience in leading employee and labor relations programs.
  • Ability to draft responses to grievances and unfair labor practice charges.
  • Experience in representing management at arbitrations and third-party proceedings.
  • Technical advisement on sensitive HR issues across various occupations.
  • Researching and interpreting legal and regulatory guidance.

Nice-to-haves

  • Experience in presenting briefings and training sessions on employee/labor relations topics.
