About the position

The Supervisory HR Specialist position is located within the Health Resources and Services Administration (HRSA), specifically in the Office of Operations, Office of Human Resources, Division of Workforce Relations. This role is pivotal as it encompasses the responsibilities of the Division Director for Employee Benefits and Performance Management, Labor and Employee Relations, and Ethics Teams. The incumbent will be tasked with directing, administering, and managing the program efforts and work of Labor Relations (LR) and Employee Relations (ER) Specialists within HRSA. This position requires a strategic mindset to develop and implement both short and long-range planning objectives that align with the agency's strategic goals. As the senior HR advisor, the individual will provide guidance to HRSA executives and leadership on complex and sensitive issues related to conduct and performance, labor relations, and employee standards of conduct. Keeping abreast of trends and changes in labor relations and employee relations policies, case law, and performance management concepts is essential. The role also involves communicating these changes to management and subordinate staff, ensuring that the agency remains compliant and informed. Additionally, the incumbent will serve as the agency advocate in select third-party proceedings and act as a senior advisor on labor and employee relations for other assigned agency advocates.

Responsibilities

  • Direct and manage the program efforts of Labor Relations and Employee Relations Specialists within HRSA.
  • Serve as the senior HR advisor to HRSA executives and leadership on complex issues related to conduct and performance.
  • Develop and implement strategic planning objectives for LR and ER programs to support agency goals.
  • Advise on employee standards of conduct and suitability issues that may impact HR policy.
  • Stay updated on trends in labor relations and employee relations policies and communicate changes to management and staff.
  • Act as the agency advocate in select third-party proceedings.
  • Provide senior advisory support on labor and employee relations for other agency advocates.

Requirements

  • One full year of specialized experience comparable to the GS-14 level in federal service, specifically in managing and advising on federal employee relations programs.
  • Demonstrated knowledge of laws, rules, regulations, and practices related to employee conduct, performance, and dispute resolution.
  • Experience in negotiating and administering labor agreements.
  • Ability to apply federal human resource policies and procedures to advise managers on staffing, benefits, and employee relations.
  • Strong technical writing skills to prepare documentation for various audiences.
