About the position

The Supervisory HR Specialist - Employee & Labor Relations position is located within the Health Resources and Services Administration (HRSA), specifically in the Office of Operations, Office of Human Resources, Division of Workforce Relations. This role is pivotal as it involves directing, administering, and managing the program efforts and work of Labor Relations (LR) and Employee Relations (ER) Specialists within HRSA. As the Division Director, you will serve as the senior HR advisor, supporting HRSA in developing and implementing both short and long-range planning objectives that align with the agency's strategic goals. This includes setting the strategic direction and framework for LR and ER programs, ensuring that policies are in place to support these objectives. In this capacity, you will advise HRSA executives and leadership on complex and sensitive challenges related to conduct and performance, labor relations, and other issues that may impact overall HR policy. Staying abreast of trends and changes in labor relations and employee relations policies, case law, and performance management concepts is essential. You will communicate these changes to management and subordinate staff, ensuring that the agency is well-informed and compliant with current regulations. Additionally, you will act as the agency advocate in select third-party proceedings and serve as a senior advisor on labor and employee relations for other assigned agency advocates. This role requires a deep understanding of federal employee relations programs and the ability to navigate the complexities of labor relations within a federal context.

Responsibilities

  • Direct and manage the program efforts of Labor Relations (LR) and Employee Relations (ER) Specialists within HRSA.
  • Serve as the senior HR advisor to develop and implement strategic planning objectives for LR and ER programs.
  • Advise HRSA executives on complex issues related to conduct, performance, and labor relations.
  • Keep abreast of trends in labor relations and employee relations policies and communicate changes to management and staff.
  • Act as the agency advocate in select third-party proceedings and provide senior advisory support on labor and employee relations.

Requirements

  • U.S. Citizenship is required.
  • Must meet Time-in-Grade by the closing date of this announcement.
  • Experience in planning, developing, managing, advising, and evaluating federal employee relations programs.
  • One full year of specialized experience comparable to the GS-14 level in the federal service.
