About the position

The Supervisory HR Specialist serves as the Chief of the Benefits and Compensation Division within the HQDA Office of the Assistant G-1, located at Fort Belvoir, Virginia. This role involves overseeing the development of compensation and entitlement policies for Army civilians, providing executive leadership for multi-year programs, and ensuring the integration of policies with Army goals. The position requires strong leadership and communication skills to present program briefings and interpret broad policies for implementation.

Responsibilities

  • Oversees the development of compensation/entitlement policies and procedures for Army civilians in support of emergency operations.
  • Provides executive leadership for the technical operation of assigned multi-year programs in the Army.
  • Directs special studies of external proposals to determine their impact on Army civilian personnel mission requirements and programs.
  • Directs all policy, regulatory, and program issues to ensure proper integration with other staff actions to support Army goals.
  • Prepares and presents program briefings to Army civilian and military executives and officials, field commands, and other Federal agencies.
  • Interprets broad policy, goals, program planning documents, and directives and develops policies and plans for implementation.
  • Evaluates proposed management actions, presents informational and persuasive briefings to leaders, and implements decisions.
  • Serves as a senior Human Resources Specialist and Army's technical expert on the entitlements, pay, and benefits of civilians throughout the Army.
  • Maintains oversight of internal control processes to ensure proper execution of programs and dollars.
  • Directs and monitors the utilization of resources in executing, developing, and maintaining civilian personnel program goals and operational requirements of the Division.

Requirements

  • One year of specialized experience serving as the agency's technical expert on the entitlements, pay, and benefits of civilians.
  • Experience providing agency-wide executive leadership in planning for and formulation of policies, programs, and new concepts for civilian benefits and compensation programs.
  • Ability to assure the agency's viewpoint and mission needs are fully considered by proponents of proposed policies or programs originating from other agencies.
  • Experience exercising authority to set a series of annual, multi-year or similar types of long-range work plans.
