About the position

The Chief of the Benefits and Compensation Division at HQDA Office of the Assistant G-1 in Fort Belvoir, Virginia, is responsible for overseeing the development of compensation and entitlement policies for Army civilians, particularly in support of emergency operations. This role involves providing executive leadership for multi-year programs, directing policy and regulatory issues, and ensuring integration with Army goals. The Chief also serves as a senior Human Resources Specialist, maintaining oversight of internal control processes and ensuring equal opportunity in personnel policies.

Responsibilities

  • Oversee the development of compensation and entitlement policies for Army civilians.
  • Provide executive leadership for technical operations of multi-year programs in the Army.
  • Direct special studies of external proposals to assess their impact on Army civilian personnel.
  • Ensure proper integration of policy, regulatory, and program issues with other staff actions.
  • Prepare and present program briefings to Army civilian and military executives, field commands, and other Federal agencies.
  • Interpret broad policy and develop plans for implementation based on program planning documents and directives.
  • Evaluate proposed management actions and present briefings to leaders for decision-making.
  • Maintain oversight of internal control processes for program execution and resource utilization.
  • Assure equal opportunity in all personnel policy and supervisory actions.

Requirements

  • One year of specialized experience as an agency's technical expert on civilian entitlements, pay, and benefits.
  • Experience in providing agency-wide executive leadership in planning and formulation of policies and programs for civilian benefits and compensation.
  • Ability to assure agency's viewpoint and mission needs are considered in proposed policies from other agencies.
  • Experience in setting long-range work plans.
