About the position

The Supervisory Human Resources Specialist (Benefits and Retirement) position is located within the Benefits and Retirement division of the Human Capital, Enterprise Support at the Transportation Security Administration (TSA), part of the Department of Homeland Security (DHS). This role is critical in ensuring the effective management and administration of employee benefits and retirement programs, which are essential for maintaining a motivated and satisfied workforce. The incumbent will be responsible for strategic planning and communication of the organization's vision and objectives, setting priorities, assigning tasks, and monitoring the performance of organizational components, managers, and employees. This includes coaching and developing staff to enhance organizational capabilities, approving leave requests, and taking or approving corrective or disciplinary actions as necessary. In this role, the specialist will define, acquire, and allocate budget, staff, and other resources to meet the objectives of the organizational component. They will regularly establish operating guidelines related to federal retirement benefits processing and provide guidance to various segments in their operations. The specialist will represent TSA on Integrated Project Teams and informal work groups, collaborating with outside stakeholders, including DHS, the Office of Personnel Management, and the National Finance Center, to improve processes and ensure quality and timeliness in benefits administration. Additionally, the specialist will communicate appropriate guidance to field HR representatives and administrative officers regarding benefits, retirements, life insurance, and the Thrift Savings Plan (TSP).

Responsibilities

  • Strategic planning and communication of the organization's vision and objectives.
  • Setting priorities and assigning tasks and responsibilities to team members.
  • Monitoring and evaluating performance of organizational components, managers, and employees.
  • Coaching and developing staff and organizational capabilities.
  • Approving leave requests and taking or approving corrective/disciplinary actions as appropriate.
  • Defining, acquiring, and allocating budget, staff, and other resources to accomplish objectives.
  • Establishing operating guidelines related to federal retirement benefits processing.
  • Providing guidance to segments in their operations regarding benefits and retirement.
  • Representing TSA on Integrated Project Teams and with outside stakeholders regarding process improvement.
  • Communicating guidance to field HR representatives and administrative officers in the areas of benefits, retirements, life insurance, and TSP.

Requirements

  • U.S. Citizenship or U.S. National required.
  • Minimum age of 18 at the time of application.
  • Completion of a favorable Background Investigation (BI).
  • Selective Service registration required.
  • Ability to obtain and maintain a Secret security clearance.
  • Completion of a 1-year supervisory probationary period if not already completed.
  • One year of specialized experience at the SV-J or GS-14 level in the Federal service or equivalent experience in the private sector.

Nice-to-haves

  • Experience in overseeing informational resources regarding retirement and benefits.
  • Ability to analyze and reconcile discrepancies in benefits and retirement service.
  • Experience advising employees on complex benefit issues, including retirement and Federal Employees Health Benefits (FEHB).
