About the position

The Supervisory Human Resources Specialist (Employee Benefits/Compensation) at the Department of Homeland Security is responsible for overseeing various HR program areas, including benefits, retirement, and compensation. This role involves advising executive leadership, developing policies, conducting evaluations, and preparing agency responses to audits and surveys. The position requires a strong understanding of federal laws and regulations related to human resources management.

Responsibilities

  • Serve as the Supervisory HR Specialist responsible for benefits, retirement, compensation, and personnel action requests.
  • Advise and assist executive leadership in program implementation and application of regulations.
  • Develop and issue guidance in the form of policy and program objectives.
  • Plan and conduct studies evaluating benefits and pay programs.
  • Evaluate the impact of new legislation and regulatory issuances on HR programs.
  • Prepare agency responses to Congressional inquiries and audit reports.

Requirements

  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a security clearance suitable for Federal employment.
  • One year of specialized experience equivalent to at least the GS-14 grade level in Federal service.
  • Experience interpreting federal laws and guidance to develop HR policies and procedures.
  • Experience executing HR management programs and policies.
  • Experience evaluating HR operational programs such as benefits and compensation.
  • Experience supervising a human resources team.

Nice-to-haves

  • Experience with eOPF and processing personnel action requests.
  • Knowledge of federal HR regulations and compliance.
