About the position

The Supervisory Human Resources Specialist (Employee Benefits) is responsible for providing expert guidance on employee benefits and retirement issues within the Department of Defense. This role involves advising subordinate staff and leadership, developing and updating policies and procedures, conducting training, and ensuring compliance with regulations. The specialist will also manage a team, evaluate performance, and improve operational efficiency in delivering benefits to employees.

Responsibilities

  • Provide expert advice and guidance to subordinate staff and leadership on employee benefits and retirement issues.
  • Interpret and implement higher-level policies, guidelines, and directives.
  • Develop and update Civilian Benefits Center (CBC) instructions, processes, and procedures.
  • Conduct briefings regarding retirement and benefits and assist in developing training agendas and materials.
  • Support regulatory audits and assessments, providing requested documentation and data.
  • Make recommendations for policy revisions and draft procedural guidelines.
  • Assign work to staff based on priorities and employee capabilities.
  • Develop performance plans, evaluate performance, and provide advice and counseling to team members.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain a SECRET security clearance.
  • At least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector.

Nice-to-haves

  • Experience in providing advisory counseling services on employee benefits and retirement laws.
  • Experience in delivering employee benefits training and writing standard operating procedures (SOPs).
