About the position

The Supervisory Human Resources Specialist (Employee Benefits) position is a critical role within the Department of Defense (DoD), specifically under the Defense Civilian Personnel Advisory Service (DCPAS). The incumbent will serve as the Supervisor of Benefits and Work Life Programs, overseeing the administration of DoD-wide Human Resource programs for civilian employees. This includes managing, training, and credentialing programs for DoD HR staff involved in the administration of these benefits and work-life policies. The position is pivotal in ensuring that the benefits and work-life programs are comprehensive, competitive, and aligned with the Department's mission. In this role, the incumbent will act as the Associate Director of the Benefits, Wage, and NAF Policy Directorate, responsible for the oversight and management of all benefits and work-life policies. This includes the development of benefit and work-life legislation and policies that support the Department's mission. The incumbent will also be tasked with developing strategic goals and assessing the effectiveness of DoD Benefits and Work-life Programs. This involves conducting research studies, analyzing data, and preparing special reports concerning benefits and work-life programs. The position requires attendance at high-level meetings with officials from other Federal Agencies, representing the interests of the DoD, and planning and participating in conferences and seminars involving DoD and other Federal entities.

Responsibilities

  • Serve as the Supervisor of Benefits and Work Life Programs for the Department of Defense (DoD).

Requirements

  • One year of specialized experience equivalent to the GS-14 grade level in the Federal service.
  • Experience in planning, implementing, and evaluating HR programs for regulatory compliance with Federal Civilian HR policies.
  • Demonstrated leadership and direction in managing HR programs and policies.
  • Ability to communicate clearly and concisely both orally and in writing, ensuring technical accuracy.
  • Ability to use tact and diplomacy in interpersonal interactions.
