About the position

The Supervisory Human Resources Specialist (Employee & Labor Relations) position at the National Science Foundation (NSF) is responsible for managing and overseeing the Employee Relations (ER) and Labor Relations (LR) Programs. The incumbent will provide authoritative advisory services and policy interpretations to NSF senior management, ensuring effective labor management relations and employee relations policies are established and maintained.

Responsibilities

  • Serve as the principal authority for the NSF's labor relations program, providing policy and guidance as established by agency senior officials.
  • Advise executive leadership on issues impacting the NSF-wide labor relations program.
  • Interpret laws, regulations, policies, and procedures governing Labor Management Relations (LMR) and develop broad LMR guidance for NSF.
  • Establish and maintain effective relationships with labor organizations.
  • Develop employee relations policies, procedures, and guidelines, and recommend changes to management as necessary.
  • Provide information about NSF's employee relations policies to managers and employees, advising on conduct and performance issues.
  • Perform supervisory duties including workload coordination, assigning work, developing performance standards, and evaluating employee performance.

Requirements

  • One year of specialized experience equivalent to the GS-14 level in the federal government, independently performing and leading employee and labor relations program administration.
  • In-depth expertise in interpreting and applying federal labor laws, regulations, and policies related to Labor Management Relations and Employee Relations.
  • Demonstrated experience in developing labor relations policies and strategies, providing authoritative advice to executive leadership, and negotiating with labor organizations.
