The Supervisory Human Resources Specialist (Employee & Labor Relations) position at the Department of the Interior involves providing expert guidance and support in labor relations, employee relations, and performance management within the Missouri Basin Region. This position is based in Billings, Montana, and requires a strong background in human resources management, particularly in labor relations.

Responsibilities

  • Serve as a staff advisor to the Regional Human Resources Officer and management officials on labor relations and employee relations issues.
  • Establish and oversee a comprehensive employee relations program, providing guidance on discipline and performance issues.
  • Investigate alleged misconduct and provide a forum for dispute resolution.
  • Represent the Region in adverse and performance-based actions, coordinating through appropriate appeal procedures.
  • Provide guidance in processing grievances under the administrative grievance procedure.

Requirements

  • U.S. Citizenship or U.S. National status is required.
  • One year of specialized experience equivalent to the GS-12 level in Federal service, including overseeing employee/labor relations programs and providing guidance to supervisors.
  • Experience in processing grievances and participating in negotiation meetings involving employee/labor relations.
  • Direct supervision of a team of human resources professionals.

Nice-to-haves

  • Experience in federal employment policies and procedures.
  • Knowledge of administrative wage schedules and medical monitoring programs.
