About the position

The Supervisory Human Resources Specialist (Labor Relations/Employee) will oversee a team within the Department of Defense, providing technical and administrative direction to HR Specialists and Assistants. This role involves managing labor relations, enhancing employee performance programs, and ensuring compliance with federal regulations while fostering a positive workplace environment.

Responsibilities

  • Serve as the first level supervisor of employees assigned to the section within the Division.
  • Provide technical and administrative direction to subordinates and establish priorities for the work of the LER branch.
  • Conduct extensive analysis of teams' workload to provide innovative problem resolution and develop improved methods for team members.
  • Conduct systematic strategies to develop management interests and respond to union interests at the bargaining table.
  • Provide advice on complex and controversial issues related to employee relations and develop strategies to address diverse management needs.
  • Act in compliance with federal employee relations laws and enhance employee engagement.
  • Address employee conduct and performance deficiencies and resolve disputes.
  • Manage and enhance employee performance programs and support individual managers in monitoring and assessing performance.
  • Develop, implement, and communicate Labor and Employee Relations policies aligned with legal requirements and organizational goals.
  • Demonstrate high standards of personal and professional conduct to represent the organization effectively.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Current federal employees must meet time-in-grade requirements.
  • Retired military members must comply with specific provisions regarding civilian positions.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Supervisors must review the 14 General Principles of Ethical Conduct.

Nice-to-haves

  • Experience in advising on labor relations issues within organizations with diverse occupations.
  • Familiarity with performance management systems.
