About the position

The Supervisory Human Resources Specialist (MPP) position at the Office of Inspector General (OIG) offers a rewarding and challenging career opportunity within the Small Business Administration (SBA). In this role, the incumbent will manage the OIG's federal staffing and recruitment program, ensuring compliance with all applicable laws, regulations, and policies. The position requires providing expert advisory services to OIG managers on complex staffing issues, including recruitment, position management, processing, and payroll. The specialist will develop innovative recruitment strategies to attract a diverse pool of qualified candidates using various hiring authorities, such as direct-hire and non-competitive appointments. Additionally, the role involves conducting job analyses, preparing position descriptions, vacancy announcements, and other recruitment materials, as well as preparing reports and presentations on staffing activities for senior management. The specialist will also serve as the OIG expert for payroll issues, acting as the primary interface between the National Finance Center (NFC), OIG managers, and employees regarding payroll operations, including pay, accounting issues, and resolution of data discrepancies. This position is critical in ensuring that the OIG maintains a well-functioning staffing and payroll system that supports its mission and objectives.

Responsibilities

  • Manage the OIG's federal staffing and recruitment program in compliance with applicable laws and policies.
  • Provide expert advisory services to OIG managers on complex staffing issues.
  • Develop innovative recruitment strategies to attract a diverse pool of qualified candidates.
  • Conduct job analyses and prepare position descriptions, vacancy announcements, and other recruitment materials.
  • Prepare reports and presentations on staffing activities, trends, and outcomes for senior management.
  • Serve as the OIG expert for payroll issues and interface with NFC regarding payroll operations.

Requirements

  • U.S. Citizenship is required.
  • Must successfully complete a background investigation.
  • Must provide a copy of a completed annual performance appraisal signed within the last 12 months.
  • Must complete an additional online assessment through Talent Plus if qualified.

Nice-to-haves

  • Experience in managing a Delegated Examining (DE) program.
  • Expertise in utilizing various hiring authorities such as Direct Hire and Non-Competitive appointments.
