About the position

The primary purpose of this position is to serve as a first level supervisor within the Civilian Personnel Section, where the incumbent will be responsible for planning, directing, organizing, and exercising control over nonsupervisory employees. This role involves managing the activities of the Civilian Personnel Section, particularly focusing on Staffing and Employee Management Relations. The supervisor will ensure that recruitment and placement processes comply with legal and regulatory requirements while also meeting the needs of customers. In this capacity, the supervisor will exercise personnel management responsibilities, representing the Civilian Personnel Section in various installation and functional area organizations. The role requires the integration of objectives and requirements of civilian human resource management with related programs, including finance and budget, manpower and organization, safety, security, staff judge advocate, EEO complaints and resolution, and mobilization planning. The position demands a comprehensive understanding of federal laws, regulations, and policies governing civilian personnel programs, as well as the ability to apply this knowledge effectively in a supervisory context.

Responsibilities

  • Manage activities of the Civilian Personnel Section.
  • Ensure compliance of Recruitment and Placement with legal and regulatory requirements.
  • Exercise supervisory personnel management responsibilities.
  • Represent the Civilian Personnel Section with various installation and functional area organizations.
  • Integrate objectives and requirements of civilian human resource management with related programs.

Requirements

  • At least one year of specialized experience at the GS-11 level or equivalent in other pay systems.
  • Extensive working knowledge of federal and public laws, executive orders, regulations, and policies governing civilian personnel programs.
  • Knowledge of civilian pay budget policies and procedures.
  • Understanding of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct functions and staff of a small or medium-sized organization.
  • Skill in written and oral communication to present issues and recommendations.

Nice-to-haves

  • Experience in managing a human resource office including personnel, budgeting, and space management.
  • Familiarity with Federal Equal Employment Opportunity and Labor Relations Programs.
