About the position

The Supervisory Human Resources Specialist will provide advisory support to executive leadership and management within the Talent Management and Evaluation Division of the U.S. Fleet Forces Command Human Resources Office. This role focuses on optimizing HR services through innovative staffing, compensation, and classification solutions, while also ensuring program goals are met through strategic planning and performance tracking.

Responsibilities

  • Provide advisory support to executive leadership and management regarding staffing, compensation, and classification solutions.
  • Drive change and optimize HR services through the development and delivery of new policies and procedures.
  • Regularly track, analyze, and report key performance indicators and metrics.
  • Participate in long-range planning to ensure program goals are met.
  • Advise on the use of hiring incentives, including recruitment, relocation, and retention incentives.

Requirements

  • Must be a U.S. Citizen.
  • Must have at least one year of specialized experience equivalent to the GS-13 grade level in federal service.
  • Experience in recruitment, compensation, and classification.
  • Experience advising on strategic planning and complex organizational issues.
  • Knowledge of Norfolk Naval Shipyard and federal sector practices.
  • Experience utilizing data analysis and reporting for decision-making.

Nice-to-haves

  • Experience with continuous improvement techniques in HR processes.
  • Familiarity with federal hiring regulations and policies.
