About the position

The Supervisory Human Resources Specialist will serve as the Staffing and Employee Services Branch Chief, responsible for overseeing the planning, prioritization, and assignment of work within the branch. This role involves collaborating with peers and subordinates to ensure effective advisory services and continuous progress towards established goals. The incumbent will supervise various HR functions, including recruitment, placement, classification, onboarding, work/life balance initiatives, retirement, and benefits counseling. The position requires ensuring compliance with legal and regulatory requirements while meeting the needs of customers and stakeholders. In this capacity, the incumbent will provide expert-level technical advice and guidance to managers and staff on HR programs, regulations, policies, and directives. Establishing and maintaining effective working relationships with key customers and stakeholders is crucial. The role also involves developing goals and objectives that integrate organizational and program objectives, as well as researching, interpreting, analyzing, and applying applicable guidelines, policies, and regulations to ensure the HR program areas within the branch are effective and compliant.

Responsibilities

  • Plan, prioritize, and assign work within the Staffing and Employee Services Branch.
  • Supervise recruitment, placement, classification, onboarding, work/life balance, retirement, and benefits counseling functions.
  • Ensure HR program areas comply with legal and regulatory requirements.
  • Provide expert-level technical advice and guidance on HR programs and policies to managers and staff.
  • Establish and maintain effective working relationships with key customers and stakeholders.
  • Develop goals and objectives that align with organizational and program objectives.
  • Research, interpret, analyze, and apply applicable guidelines, policies, and regulations.

Requirements

  • Must be a U.S. citizen to apply for this position.
  • Must successfully pass a background investigation.
  • Selective Service Registration is required for males born after 12/31/1959.
  • One-year probationary period may be required for first-time supervisors.
  • Must possess a current Delegated Examining (DE) Certification.
  • At least one full year of specialized experience comparable to the GS-14 level in the Federal service.
