About the position

This position is located at the Blanchfield Army Community Hospital under the Defense Health Agency (DHA). As a Supervisory Human Resources Specialist, you will lead and mentor a diverse team of human resource professionals. Your role will involve providing advisory services to organizational leaders on various aspects of civilian human resource programs, including staffing, classifications, and labor management employee relations. You will manage recruitment actions for government service employees supporting the military treatment facility and its outlying clinics, ensuring that the organization retains its workforce effectively. In this capacity, you will be responsible for the preparation and submission of Requests for Personnel Actions (RPAs), as well as overseeing recruitment, relocation, retention incentives, and special salary reviews. You will also advise on the organization’s annual performance evaluation program, performance awards, and recognition programs. Additionally, you will manage the onboarding process for new civilian employees, ensuring they are integrated smoothly into the organization. Your oversight will extend to civilian timekeeping and payroll processes, ensuring compliance with relevant regulations and policies. This position requires a strong understanding of human resources regulations and policies, as well as the ability to mentor and guide a team effectively. You will play a crucial role in shaping the human resources landscape within the organization, contributing to the overall mission of the Defense Health Agency.

Responsibilities

  • Lead and mentor a diverse department of human resource professionals.
  • Provide civilian human resource program advisory to organizational leaders on staffing, classifications, and labor management employee relations.
  • Manage recruitment actions for government service employees supporting the military treatment facility and outlying clinics.
  • Oversee retention efforts for all currently employed government service employees in the organization.
  • Prepare and submit Requests for Personnel Actions (RPAs), recruitment, relocation, retention incentives, and special salary reviews.
  • Advise on the civilian employee organization's annual performance evaluation program, performance awards, and recognition programs.
  • Manage the onboarding and integration process for new civilian employees.
  • Provide advisement and oversight on civilian timekeeping and payroll.

Requirements

  • One year of specialized experience advising senior leaders and mentoring a team of human resources specialists and assistants.
  • Experience providing civilian human resources program advisory pertaining to staffing, classifications, labor management employee relations, human resource regulations, and policies.
  • Experience overseeing the preparation and submission of Requests for Personnel Actions (RPAs), recruitment, relocation, retention incentives, and special salary reviews.
