About the position

The Supervisory Human Resources Specialist position at the Department of Health and Human Services involves serving as the Deputy Division Director for the Division of Talent Services. The role focuses on providing leadership and oversight in developing and delivering innovative human resource programs and services, ensuring effective HR operations within the Food and Drug Administration.

Responsibilities

  • Plan, direct, analyze, and implement a variety of human resource internal/external procedural and technical policies, concepts, goals, objectives, strategies, and efforts in support of day-to-day operations.
  • Supervise and direct the operations of the staff by planning and assigning work based on management priorities, employee capabilities, and schedules.
  • Provide leadership and oversight in developing and delivering innovative human resource programs and services.
  • Collaborate and provide expert consultation and advisory services to internal/external stakeholders.
  • Provide expert advice and assistance on programmatic internal/external procedural, technical, and administrative related concepts, goals, strategies, initiatives, and efforts as well as impacting regulations, legislation, and requirements.
  • Work with the Division Director to create long-range policies to address unprecedented issues that require the generation of human resource innovations.

Requirements

  • U.S. Citizenship is required for this position.
  • Specialized experience equivalent to at least the GS-14 grade level in the Federal service, including supporting managers with leading, developing, and implementing innovative merit system-based human resources management programs.
  • Experience providing advisory services to agency officials regarding a variety of human resource matters/issues and operations for staffing and recruitment.
  • Experience overseeing and supporting the implementation of the Agency's recruitment and staffing programs.
