About the position

The Supervisory Human Resources Specialist will lead the Leader Development Branch within the Defense Counterintelligence and Security Agency (DCSA). This role focuses on managing leader development programs, onboarding, training, coaching, and mentoring initiatives. The specialist will oversee procurement processes, provide expert training advice, and develop strategic plans for professional growth, ensuring alignment with agency goals and effective decision-making processes.

Responsibilities

• Serve as a technical specialist related to training, education, and professional development initiatives.
• Administer long-range strategic and operational plans to satisfy specific training requirements.
• Develop and manage DCSA leader development programs, including the leader development cohort program and team engagement program.
• Manage an agency-wide coaching program linked to team engagement activities.
• Lead and supervise a mentoring program focused on supervisor and manager development.
• Participate with OUSD (I) and other government agencies on workforce development initiatives.
• Perform duties as a Contracting Officers Representative as required.

Requirements

• Must be a U.S. citizen.
• Specialized experience in developing and managing leader development programs.
• Experience in planning, organizing, and evaluating training and professional development initiatives.
• Ability to oversee procurement and contracts for training programs.
• Experience in leading decision-making processes related to employee and leadership programs.

• Knowledge of data-driven methodologies for continuous improvement in training effectiveness.
