About the position

You will serve as a Human Capital Workforce Development and Analytics Director (N1CP1) overseeing Human Resources Information Systems (N1CP1.1), Human Capital Assessment (N1CP1.2) and Fleet Workforce Development and Training (N1CP1.3) functions through direct and indirect program supervision for the United States Fleet Forces Command (USFFC).

Responsibilities

  • Support the command with innovative and effective strategies, services, and organization management and strategic sourcing solutions in Human Resources (HR) programs.
  • Ensure customer requirements are met; maintain readiness of HR programs; develop/implement policies and programs enhancing HR management.
  • Strategically plan; recommend policy and long-term plans for resource development and utilization.
  • Implement the command's Workforce and Organizational Development program through the administration of various instructional programs.
  • Serve as a senior civilian HR advisor/consultant on internal policy boards, committees, councils and decision-making bodies.
  • Provide analysis and recommendations on policy development, preparation of plans and guidance, analysis and evaluation of program performance.
  • Assist and advise in the development of programs and standards supporting command-wide training and professional development.
  • Assist in the implementation of leadership, management, technical training, and career/professional development programs.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must complete training and maintain a government credit card for travel-related purchases.

  • Experience in executing, directing, or managing the delivery of civilian federal human resources (HR) services.
