About the position

The Supervisory Human Resources Specialist position within the Department of Defense (DoD) is responsible for overseeing HR operations and providing comprehensive personnel management support to the Missile Defense Agency (MDA). The role involves advising managers and supervisors, managing recruitment and staffing processes, and ensuring compliance with HR policies while fostering a diverse and inclusive workplace.

Responsibilities

  • Direct the operations and activities of the MDA Human Resources Directorate.
  • Serve as a personnel advisor to managers and supervisors of MDA and serviced organizations.
  • Administer full life cycle personnel management functions including classification, recruitment, placement, training, and development.
  • Analyze proposed changes in organizations and operations to assess impact on Human Capital planning programs.
  • Manage and encourage optimal use of HR tools, resources, and procedures through analysis of organizational needs.
  • Provide proactive and collaborative consultation and advisory services to senior officials and line managers.
  • Evaluate and coordinate human resources operations program goals in relation to current and emerging HR policies and initiatives.
  • Foster diversity and provide guidance to managers in establishing a commitment to diversity and equal employment opportunity.

Requirements

  • Must be a US citizen.
  • One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service.
  • Experience managing Civilian Human Resources functions and programs specific to Recruitment and Staffing, Position Management, Classification, and Compensation.
  • Ability to guide supervisors, managers, employees, and stakeholders in relevant HR areas.
  • Experience analyzing and evaluating the effectiveness of HR operations and implementing improvements.
