About the position

The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Responsibilities

  • Directs and monitors all the efforts of a professional, technical, and administrative workforce engaged in planning, coordinating, and executing the technical aspects of the program.
  • Reviews accomplishments for technical adequacy, consistency, and compliance with policies, procedures, directives, etc. to ensure progress toward meeting goals and milestones.
  • Provides optimum data conditions for forecasting, planning, funding programs, etc.
  • Monitors accomplishment of the various segments in terms of results shown in logistics briefings, reports, effectiveness and timeliness of accomplishments, proper utilization of skills, job satisfaction, turnover, etc.
  • Establishes and ensures adherence to schedules and priorities; interprets technical policy, procedures, and regulations.
  • Provides technical and administrative advice and assistance as required to resolve problems and maintain continuity of work.
  • Resolves highly complex controversial technical and administrative problems and develops policy for guidance in future situations.
  • Provides logistics and sustainment support for major equipment and/or systems being developed by PEOs/PMs/RDECs.
  • Provides planning, programming, and budgeting across multiple appropriations to acquire and maintain end items and components for Resource Management.
  • Production/Industrial Base/Source Management of organic/contractual service providers including establishment/sustainment of vehicles, production/maintenance capacity aligned needs, obsolescence remediation plans, and operating cost reduction.
  • Army Supply policy including Inventory Management and Enterprise Resource Planning techniques to synchronize demand forecasts/stockage levels with system densities, warfighter missions/operating tempos, retrograde rates, and replenishment lead times.
  • ILS planning, funding, management information systems, and matrix organizations and functions providing logistical support.
  • Army Maintenance policy including Provisioning/Maintenance Concept Development, Level of Repair Analysis, Source of Repair Analysis, Bill of Material development/maintenance, data quality management, and the interrelationships on sustainment support.

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • One-year supervisory probationary period may be required.
  • One-year trial/probationary period may be required.
  • Selectee must meet position requirements for Life Cycle Logistics Advanced certification within 48 months as of entrance on duty.
  • Experience managing recruitment to retain a high-quality workforce in accordance with policy and guidance.
  • Experience monitoring resource requirements to determine implications of organizational logistics.
  • Experience developing long-range plans to maintain contract preparations of major weapon systems.
  • Experience overseeing logistics management such as supply, maintenance, and transitioning systems to sustainment.
  • Experience monitoring the forecasting of funding programs to ensure best use of available resources.
  • Experience analyzing the impact of activities on projected resources to recommend feasible courses of action and communicate impacts to milestones.
  • Experience planning the budget across multiple appropriations to maintain end items and components.
