About the position

The Supervisory Management and Program Analyst (Chief of Staff) position is located within the Office of Professional Responsibility and Security Operations at the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in Washington, DC. The primary purpose of this role is to serve as the Chief of Staff for the Director, overseeing and managing administrative and operational activities that impact the Director's operations. This position requires a high level of leadership and strategic planning to ensure that the Bureau's objectives and goals are met effectively and efficiently. In this role, the Chief of Staff will be responsible for planning the work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for the completion of work. The Chief of Staff will also develop costing models and cost-benefit analyses to provide recommendations regarding the adoption or continuation of major program initiatives. Utilizing advanced management and budgeting practices, the Chief of Staff will prepare both long and short-range strategic resource analyses, projections, and plans for the Director's office. Additionally, the Chief of Staff will represent the Assistant Director (AD) and Deputy Assistant Director (DAD) in meetings with Bureau and Department of Justice (DOJ) officials, as well as with external government and non-governmental agencies. Participation in current and long-range planning meetings is essential to ensure that plans align with the Bureau's strategic direction and objectives. This position requires strong oral and written communication skills to effectively interact with various levels of internal and external management.

Responsibilities

  • Plan work to be accomplished by subordinates; set and adjust short-term priorities and prepare schedules for completion of work; assign work to subordinates based on priorities.
  • Develop costing models, cost-benefit analyses, and recommendations from a fiscal standpoint regarding adopting or continuing major program initiatives or activities.
  • Use advanced management and budgeting practices to prepare long and short-range strategic resource analyses, projections, and plans for the Director's office.
  • Represent the AD and DAD in meetings with Bureau and DOJ officials and with external government and non-governmental agencies.
  • Participate in current and long-range planning meetings to ensure that plans are followed to meet objectives, goals, and strategic direction.

Requirements

  • Must be a U.S. Citizen or National.
  • Suitable for Federal employment determined by background investigation.
  • Must be registered or exempt from the Selective Service.
  • Must sign a mobility agreement as a condition of employment.
  • Specialized experience equivalent to GS-14 level, including supervisory or leadership duties in administrative and operational matters, budgetary activities, strategic planning, and fiscal/personnel resources.

Nice-to-haves

  • Experience in law enforcement or federal agency operations.
  • Advanced degree in public administration, business administration, or a related field.
