About the position

The Supervisory Management and Program Analyst position at the Department of Homeland Security (DHS) involves overseeing complex administrative operations and programs within the U.S. Coast Guard's Aviation Logistics Center (ALC). The role focuses on enhancing workforce performance, managing recruitment and retention strategies, and ensuring compliance with Coast Guard policies. The incumbent will provide strategic direction and support to a diverse workforce of over 800 military and civilian employees, while also serving as the principal advisor on administrative matters to the ALC Command.

Responsibilities

• Review organizational structure to assess effectiveness in achieving goals and identify alternative approaches.
• Serve as the principal administration advisor for the ALC Command, providing command advice and reports on administrative matters.
• Manage ALC-wide programs for over 800 military and civilian employees.
• Supervise ALC Workforce Management Staff in developing, organizing, analyzing, implementing, and improving policies and programs.
• Directly manage the ALC Human Capital Strategy as Executive Secretary for the ALC Human Capital Board.

Requirements

• Must be a U.S. Citizen or National.
• Must have at least one year of specialized experience equivalent to the GS-13 grade level in the federal sector.
• Experience in formulating complex programs and conducting studies on workforce management policies.
• Ability to develop Legislative Change Proposals to improve workforce management authorities.
• Experience serving as a technical author for policies and their lifecycle management.
