About the position

The Office of Inspector General (OIG) promotes the integrity, efficiency, and effectiveness of the programs and operations of USAID, the Millennium Challenge Corporation (MCC), the African Development Foundation (ADF), and the Inter-American Foundation (IAF) through audits and investigations and other oversight activities. OIG provides oversight of these organizations' programs and operations.

Responsibilities

• Direct strategic planning processes, metric, and project plan development, budget formulation, organizational process improvement, and program analysis across all divisions.
• Oversee the development of strategic objectives and project plans; managing initiatives related to the Government Performance Results Act (GPRA) and analyze related resource requests and allocations.
• Provide leadership in the creation, implementation, and oversight of the performance planning process, including participation in the GPRA and all related reporting.
• Oversee the collection, analysis and dissemination of business performance management data; oversee the performance elements of IG/I's Semi-Annual Report to Congress.
• Analyze data, conduct business process mapping, develop project plans and performance metrics, and systematically assess current processing to determine strengths and weaknesses and subsequently develop new processes and related improvements.
• Effectively implement creative and complicated ideas with re-engineering that requires the cooperation of multiple program officers and stakeholders and work effectively and collaboratively with others within and outside IG/I to ensure projects are completed.
• Utilize broad knowledge of government and agency processes and procedures to provide technical guidance to division staff on issues relating to business processes.
• Take part in budget formulations, advocating for necessary resources when needed.
• Consolidate data from different databases and prepare an integrated analysis.
• Oversee IG/I's procurement and contract activities.
• Implement methods to monitor and evaluate programs, projects, or processes; coordinate multiple projects simultaneously.
• Provide organization-wide qualitative and quantitative analysis to allow for data driven decision-making in furtherance of design, implementation, and improvement of programs.
• Establish and maintain relationships with counterparts within USAID OIG and at other law enforcement agencies, as well as development oversight bodies including public international organizations and donor organizations, to share mutually beneficial information, and to support strategic level engagement by the leadership of respective organizations.
• Perform other related duties as assigned.

Requirements

• United States Citizenship is required.
• Designated and/or random drug testing required.
• Must be able to obtain and maintain a Secret security clearance.
• Time in grade must be met by the closing date of the vacancy announcement.
• Males born after 12/31/1959 must be registered with the Selective Service.
• Domestic and overseas travel required.
• Relocation expenses not authorized on initial appointment.

Nice-to-haves

• One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
• Experience in monitoring and evaluating the effectiveness of programs and operations of an office and/or programs and activities.
• Experience in providing organization-wide qualitative and quantitative analysis for data driven decision-making.
• Experience in analyzing data to conduct business process mapping, and developing project plans and performance metrics.
