About the position

The Supervisory Operations Research Analyst position within the Research, Applied Analytics and Statistics Division of the Department of the Treasury is a critical role that involves overseeing and managing a team of analysts dedicated to improving operational efficiency and effectiveness through data-driven decision-making. As a Front Line Manager, you will be responsible for planning and executing work assignments, setting priorities, and ensuring that your team meets its objectives in a timely manner. This position requires a strong foundation in operations research, mathematics, and statistics, as well as the ability to apply these skills in a managerial context. In this role, you will assign work to subordinates based on their capabilities and the complexity of the tasks at hand. You will evaluate the performance of your team members, providing constructive feedback and recommendations for recognition or disciplinary actions as necessary. Your responsibilities will also include interviewing candidates for positions within your unit and making recommendations for appointments, promotions, or reassignments. You will be expected to address and resolve employee complaints, fostering a positive work environment and ensuring that grievances are handled appropriately. Additionally, you will play a key role in identifying the developmental and training needs of your team, arranging for necessary training, and initiating improvements in production and work processes. This position not only requires technical expertise in operations research but also strong leadership and communication skills to effectively guide and mentor your team. You will be expected to implement strategies that enhance the quality of work and increase productivity, making this a dynamic and impactful role within the organization.

Responsibilities

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities and the capabilities of employees.
  • Evaluate work performance of subordinates and make recommendations for performance recognition or disciplinary action.
  • Provide advice, counsel, or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointments, promotions, or reassignments.
  • Resolve complaints from employees and refer grievances as appropriate.
  • Effect minor disciplinary measures and recommend actions in more serious cases.
  • Identify developmental and training needs of employees and arrange for necessary training.
  • Initiate ways to improve production, work processes, and the quality of work directed.

Requirements

  • A degree in operations research or at least 24 semester hours in operations research, mathematics, probability, statistics, or related fields, including 3 semester hours in calculus.
  • One year of specialized experience at a level equivalent to the next lower level in the Federal service, demonstrating managerial skills and technical competence.
  • Experience applying management techniques and methods for program objectives with technical and administrative oversight.
  • Experience applying regulations and principles to oversee planning, development, and implementation of technical programs.
  • Strong communication skills to interact effectively with internal and external customers.

Nice-to-haves

  • Knowledge of specific subject areas related to operations research.
  • Experience in project/program management or as a team lead.
  • Familiarity with labor relations concepts.
