About the position

The Supervisory Operations Research Analyst position at the Department of the Treasury involves leading a team within the Research, Applied Analytics, and Statistics Division. This role is critical in planning and executing work assignments, setting priorities, and ensuring the successful completion of projects. As a Front Line Manager, you will be responsible for evaluating the performance of your subordinates, providing guidance, and making recommendations for recognition or disciplinary actions. You will also play a key role in the hiring process, interviewing candidates, and making recommendations for appointments, promotions, or reassignments. Additionally, you will address employee complaints and grievances, ensuring a fair and productive work environment. In this position, you will identify the developmental and training needs of your team members, facilitating their professional growth through appropriate training opportunities. You will also be tasked with initiating improvements in production and work processes, aiming to enhance the quality of work directed. This role requires a strong foundation in operations research, mathematics, and statistics, as well as the ability to apply these skills in a managerial context. The position is designed for individuals who are not only technically proficient but also possess the leadership qualities necessary to guide a team effectively. The ideal candidate will have a background in operations research or a related field, with a focus on applying analytical techniques to solve complex problems. You will be expected to demonstrate your ability to manage resources effectively, mentor team members, and provide day-to-day guidance. Responsibilities

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities and the capabilities of employees.
  • Evaluate work performance of subordinates and make recommendations for outstanding performance recognition and/or disciplinary action.
  • Provide advice, counsel, or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion, or reassignment to such positions.
  • Hear and resolve complaints from employees, referring group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, and recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes, and/or increase the quality of the work directed.

Requirements

  • A degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics, including at least 3 semester hours in calculus.
  • One year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job.
  • Experience applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of program objectives with combined technical and administrative oversight.
  • Experience applying regulations, official guidance, and principles sufficient to oversee the planning, development, and implementation of technical aspects of programs specific to the position being filled.
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
