About the position

The Supervisory Program Analyst (Budget) position at the Department of Veterans Affairs is located within the Office of Information Technology, specifically in the Office of Information Security. The incumbent is responsible for managing the Cybersecurity budget, leading strategic planning efforts, and ensuring compliance with governmental regulations. This role requires authoritative leadership in budgetary planning, execution, and analysis, impacting the overall operations of the Office of Information Security.

Responsibilities

  • Lead long-range performance and budgetary strategic planning efforts for OIS programs.
  • Direct and manage all phases of PPBE planning, programming, budgeting, and execution.
  • Conduct analyses and evaluations of OIS budgetary strategies, policies, and practices.
  • Assist program managers in interpreting the impact of multi-year budgetary changes.
  • Ensure compliance with governmental laws and regulations in the budgetary process.
  • Manage the development and issuance of budgetary guidance materials.
  • Review and report on the status of OIS acquisitions from a financial perspective.
  • Evaluate fiscal integration activities affecting the OIS budget and associated requirements.
  • Perform supervisory duties, including planning work and evaluating performance.

Requirements

  • At least one year of specialized experience comparable to the GS-13 level in the Federal service.
  • Experience in budget administration and analysis, including preparing and executing budgets.
  • Knowledge of the relationships among program, budget, accounting, and reporting systems.

  • Experience with multi-year budget planning and compliance with federal guidelines.
  • Ability to interpret and implement strategies related to congressional budget processes.
