About the position

The Supervisory Program Analyst (Center Coordinator) position is located in the National Center of Excellence for LNG Safety within the Office of Pipeline Safety at the Pipeline and Hazardous Materials Safety Administration (PHMSA). The role involves supervising staff, leading multi-agency initiatives, and ensuring effective communication and collaboration among LNG sector stakeholders. The Coordinator will support the Director in achieving program objectives and will be responsible for preparing technical reports and engaging with LNG stakeholders.

Responsibilities

  • Supervise the work of 3-5 staff members, including performance evaluations and personnel recommendations.
  • Lead multi-agency and cross-functional teams for special initiatives and projects.
  • Provide strategic input and advice to the Director regarding the Center's direction and activities.
  • Ensure effective communication between the Center and other OPS Divisions and PHMSA offices.
  • Support the Director in achieving program objectives, including financial and technical assistance.
  • Prepare technical reports and interact with LNG stakeholders regarding federal LNG activities.

Requirements

  • Must be a U.S. Citizen and eligible for consideration.
  • At least one year of experience equivalent to GS-13, including operations in the LNG industry and federal LNG safety programs.
  • Experience in program and project management techniques to optimize business operations.
  • Experience in a supervisory role, including developing performance standards and resolving personnel issues.
  • Experience in developing and managing project plans, budgets, and schedules.

Nice-to-haves

  • Experience with regulatory programs and oversight in LNG.
  • Strong communication skills, both oral and written.
  • Ability to facilitate resolution of complex topics and stakeholder needs.
