About the position

The Supervisory Program Management Specialist position at the National Weather Service (NWS) involves leading the Office of Facilities (OF) in developing and implementing policies related to facilities modernization, maintenance, safety, and environmental compliance. The role includes managing the budget team, overseeing the annual operating plan, and supervising a team of analysts to ensure effective execution of financial and operational strategies.

Responsibilities

  • Develop and implement policies, plans, guidelines, and recommendations for facilities modernization, maintenance, safety, and environmental compliance.
  • Provide leadership and management of the Budget team in the implementation of the OF Annual Operating Plan.
  • Oversee budget formulation, execution, financial reporting, and contract management activities.
  • Supervise a staff of Management and Program Analysts, and Budget Analysts, planning and distributing work, providing technical oversight and instruction.
  • Interview candidates for subordinate positions; recommend appointments, promotions, reassignments, etc.

Requirements

  • Must hold (or obtain within 12 months) a FAC P/PM Senior Level or Project Management Professional (PMP) certification.
  • One year of specialized experience equivalent to the GS-14 level in the Federal service, including analyzing, evaluating, and implementing program/management policies.
  • Experience providing guidance on budget formulation and execution.
  • Management responsibilities such as delegating work, resolving employee conflicts, evaluating productivity, and organizing training programs.

Nice-to-haves

  • Experience in federal government operations.
  • Knowledge of environmental compliance regulations.
  • Familiarity with facilities management best practices.
