About the position

The Supervisory Program Manager serves as the Director of the Bureau of Certification and Licensing (BCL), responsible for protecting the public from financial harm through licensing, registration, and surety bonding programs. This role involves overseeing the regulation of ocean transportation intermediaries (OTIs) and ensuring passenger vessel operators (PVOs) maintain adequate financial coverage for liabilities related to cruise cancellations and passenger safety.

Responsibilities

  • Determine the need for and recommend Commission policies, plans, goals, organization, and courses of action.
  • Plan, organize, direct, and coordinate complex bureau programs of national and international significance.
  • Participate in developing program-related plans, new or revised policies and standards, and rules and regulations.
  • Render policy decisions and provide bureau-wide guidance for technical and administrative activities and functions.
  • Plan, develop, implement, and administer policies and programs involved in the licensing, registration, and renewal of OTIs.
  • Monitor passenger vessel activity related to the issuance of certificates to owners and operators of passenger vessels.
  • Brief the Managing Director and other agency management officials on current and proposed policies, programs, and decisions.
  • Provide operational consultation and advice to agency top management and other Commission staff on policies and related problems.
  • Exercise managerial and supervisory responsibility for bureau professional and administrative staff through subordinate supervisors.
  • Develop long-range program goals and objectives.

Requirements

  • Must be a U.S. Citizen.
  • One year of specialized experience at the GS-14 level in the Federal service, including planning and administering policies and programs related to federal licensing and certification programs.
  • Experience providing supervisory oversight for professional and administrative staff.
  • Ability to determine the need for new or revised policies, plans, and goals that impact the entire agency.
