About the position

The Supervisory Program Manager (Executive Director) at NAVSUP FLT LOGISTICS CNTR PEARL HARBOR serves as the senior civilian advisor to the Commanding Officer and Executive Officer, providing leadership and management continuity for the command. This role involves overseeing business planning functions, aligning command-level plans with NAVSUP strategies, and ensuring operational efficiency and safety. The Executive Director is responsible for organizational changes, workforce restructuring, and the execution of programs managed through subordinate units.

Responsibilities

• Serve as the senior civilian advisor to the Commanding Officer and Executive Officer.
• Provide long-term leadership and management continuity for the command.
• Develop command-level plans, goals, and objectives aligned with NAVSUP strategies.
• Identify and resolve issues impacting operational efficiency or safety.
• Approve organizational changes and staffing proposals from departments.
• Oversee planning, direction, and execution of programs managed through subordinate units.
• Serve as the final authority for personnel actions and organization design proposals.

Requirements

• At least one year of specialized experience at or equivalent to the GS-14 grade level.
• Expert knowledge of DOD and Navy logistics programs, concepts, principles, and practices.
• Experience overseeing logistics operations including contracting, fuel support, material management, and transportation.
• Ability to coordinate program matters between supporting organizational units.
• Experience managing the development of logistical policy changes.
• Ability to develop long-range resource management plans to support mission objectives.
• Experience in developing goals or objectives for subordinate supervisors or managers.
