About the position

The Supervisory Program Manager (Executive Director) at NAVSUP FLT LOGISTICS CNTR PEARL HARBOR is responsible for providing senior leadership and management continuity for the command. This role involves overseeing business planning functions, aligning command-level plans with NAVSUP strategies, and ensuring operational efficiency and safety. The Executive Director will also manage personnel actions and organizational changes, serving as the final authority on staffing and program execution.

Responsibilities

• Serve as the senior civilian advisor to the Commanding Officer and Executive Officer.
• Provide long-term leadership and management continuity for the command.
• Develop command-level plans, goals, and objectives aligned with NAVSUP strategies.
• Identify and resolve issues impacting operational efficiency or safety.
• Approve organizational changes and staffing proposals.
• Oversee planning, direction, and execution of programs managed through subordinate units.

Requirements

• Must be a US Citizen.
• Must have at least one year of specialized experience equivalent to the GS-14 grade level.
• Expert knowledge of DOD and Navy logistics programs and practices.
• Experience in overseeing logistics operations including contracting and material management.
• Ability to coordinate program matters between supporting organizational units.
• Experience in developing long-range resource management plans.
