About the position

The Supply Chain Procurement Specialist / Principal Supply Chain Procurement Specialist at Northrop Grumman plays a crucial role in managing the procurement of services, specialized materials, and equipment. This position involves developing subcontract specifications, preparing bid packages, negotiating contracts, and ensuring compliance with procurement policies and regulations. The specialist will collaborate with various stakeholders to enhance supplier quality and efficiency while managing subcontract performance and costs.

Responsibilities

  • Develop subcontract specifications, work statements, and terms and conditions for procurement.
  • Prepare bid packages, conduct bidders conferences, analyze and evaluate proposals, and negotiate subcontract provisions.
  • Select or recommend subcontractors, write awards, and administer resulting subcontracts.
  • Ensure proper documentation for receipt recording.
  • Negotiate and coordinate modifications to subcontracts.
  • Coordinate with program functional areas for subcontract funding and invoice processing.
  • Evaluate and monitor supplier quality and reliability in conjunction with the quality organization.
  • Identify strategies to reduce costs and improve efficiency through negotiations.
  • Manage performance of subcontracts and ensure compliance with public law and company policies.
  • Utilize Lean Six Sigma process tools with suppliers for continuous improvement.
  • Manage and develop strategic/key suppliers.

Requirements

  • High school diploma or GED with at least 6 years of related experience; OR 2 years of experience with a bachelor's degree; OR 1 year of relevant experience with a Master's for Level 2.
  • High school diploma or equivalent with at least 9 years of relevant experience; will consider 5 years of relevant experience with a bachelor's degree or 1 year of relevant experience with a Master's for Level 3.
  • Demonstrated ability to utilize Microsoft Office (Word, Excel, PowerPoint).
  • Ability to prioritize multiple responsibilities and accomplish them simultaneously.
  • Ability to obtain and maintain a Secret security clearance.
  • Understanding of procurement policies, procedures, and regulations.
  • Solid understanding of procurement principles and regulations.
  • Strong organizational and communication skills.

Nice-to-haves

  • Prior Government or Aerospace procurement/buying experience.
  • Knowledge of FAR/DFAR and CPSR.
  • Experience with aircraft maintenance activities under US Govt. prime contracts.
  • Import/Export (ITAR) experience for movement of materials and technology.
  • SAP Experience.
