About the position

The Supervisory Human Resources Specialist (Employee Relations/Labor Relations) position at the Defense Information Systems Agency involves overseeing the agency's employee and labor relations program. The role requires planning, directing, and evaluating labor relations policies and procedures to ensure effective labor-management relationships across the agency. The incumbent will provide expert advisory services on complex employee relations issues, manage grievance and arbitration cases, and ensure compliance with agency policies.

Responsibilities

  • Serve as the Agency's Employee and Labor Relations Officer.
  • Plan and direct the development, implementation, and evaluation of the Agency's labor relations program.
  • Develop program policies and procedures to ensure a viable labor-management relationship.
  • Review DISA policies and guidance materials and provide expert advisory services.
  • Develop a program of positive action to maintain the labor-relations component of inter-service agreements.
  • Consult and provide advice on complex employee relations cases/issues.
  • Provide advice on processing and adjudicating grievance and arbitration cases, adverse action appeals, and disciplinary actions.
  • Conduct regular evaluations of the Agency-wide employee and labor relations program to ensure compliance with policies.

Requirements

  • Must be a U.S. Citizen.
  • At least one year of specialized experience equivalent to the GS-13 level in the Federal service.
  • Extensive experience applying advanced labor-management relations concepts, laws, policies, and practices.
  • Authoritative knowledge of collective bargaining/union agreements.
  • Experience representing an agency in third-party legal proceedings, such as grievance arbitrations.
  • Ability to provide advice to Senior Executive Service members on complex personnel laws and management of poor performance.
