About the position

The position involves ensuring that employees are effectively recruited, selected, appraised, and rewarded. The incumbent will take action in managing accessions, force alignment, training, professional development, retention, and the worldwide distribution of Soldiers. This role requires coordination of enlisted/officer program management with Directorate Division Chiefs, other Human Resources Command Directorates, Army Staff elements, and Army Commands. The ability to express information to individuals or groups effectively is crucial, taking into account the audience and nature of the information. The position demands making clear and convincing oral presentations, listening to others, attending to nonverbal cues, and responding appropriately. Additionally, the role involves evaluating the operational effectiveness of programs directed in terms of mission accomplishment, quality and quantity of standards met, procedural standards, policy and regulatory compliance, and technical competence. The incumbent will formulate effective strategies consistent with the business and competitive strategy of the organization in a global economy, examining policy issues and strategic planning with a long-term perspective. Building and managing a workforce based on organizational goals, budget considerations, and staffing needs is essential. The position also requires advising the Director on issues involving the relationships of the operations supervised to broader programs and their impact, reviewing serious disciplinary problems/grievances, and resolving complaints with employees and/or union representatives. The incumbent will determine objectives and set priorities while anticipating potential threats or opportunities. Advising the Director on selection for supervisory civilian positions and selection of all officer positions is also a key responsibility. This position is critical in ensuring that the organization meets its personnel management goals and maintains compliance with relevant policies and regulations.

Requirements

  • Must possess one year of specialized experience that involves consulting with staff to ensure all management responsibilities are satisfied.
  • Experience in making objective decisions to accomplish organizational goals.
  • Ability to advise management, supervisors, Soldiers, or other employees in interpreting military personnel program policies.
  • Demonstrated competency in creativity and innovation, human capital management, leadership, oral communication, and strategic thinking.
