About the position

The Survey Manager is responsible for overseeing the survey section within the City of Bismarck, performing professional surveying duties to support departmental operations. This role involves managing survey staff, coordinating survey activities, and ensuring compliance with city ordinances and professional standards.

Responsibilities

  • Supervises, develops, manages, and monitors the department's land survey and staff activities.
  • Establishes criteria and standards for survey operations.
  • Plans, organizes, and directs the work of survey parties.
  • Researches previous survey data and coordinates findings with engineering personnel and consultants.
  • Supervises and monitors the activities of a survey crew engaged in various types of surveys including as-built, horizontal, vertical control, subdivision, right-of-way, cadastral, boundary, topographic, and municipal infrastructure surveys.
  • Determines precise location and measurement of points, elevations, lines, areas, and contours; keeps accurate notes and records.
  • Creates alignment files, surfaces, and templates.
  • Manages the department's Support Services Section staff, schedules and assigns duties, and monitors leave balances.
  • Participates in the hiring of support services staff and supervises intern work assignments.
  • Develops and manages a digital infrastructure information library, including data acquisition and conversion, database development, and hardware/software maintenance.
  • Reviews subdivision plats, easements, boundary descriptions, and survey-related documentation for compliance with city ordinances and standards.
  • Issues legal and boundary descriptions and easements for municipal projects; prepares property descriptions and reports.
  • Utilizes computer, CAD, and survey software to create documents and manage electronic files.
  • Facilitates communication with internal and external stakeholders regarding surveying and record keeping.
  • Investigates and resolves complaints and concerns from various stakeholders.
  • Prepares annual budget requests and administers budgeted funds.

Requirements

  • Completion of specialized training in surveying, typically associated with an associate degree in a related field.
  • Eight years of land surveying experience to understand the work of subordinate positions and resolve problems.
  • Possession of or ability to obtain a valid driver's license issued by the State of North Dakota.
  • Possession of or ability to obtain a Professional Land Surveyor License from the State of North Dakota.
