About The Position

The Sustainability Program Manager will lead and manage various city-wide initiatives aimed at reducing carbon emissions and enhancing the resiliency of public infrastructure in Rockville, Maryland. This role involves overseeing the installation and management of electric vehicle infrastructure, renewable energy systems, and energy efficiency projects as part of the Climate Action Plan. The position requires collaboration with multiple city departments and stakeholders to implement sustainable practices and ensure compliance with environmental laws and policies.

Requirements

  • Bachelor's degree in electrical, mechanical or environmental engineering, environmental science, architecture, energy efficiency, or a closely related field.
  • Seven years of progressively responsible work in environmental, energy or sustainability programs.
  • Knowledge of energy efficiency technologies, renewable energy, and electric vehicle infrastructure.
  • Experience with design/construction management and contract administration.

Nice To Haves

  • Master's degree in a related field.
  • Professional licensure in engineering or architecture, Project Management (PMP), or equivalent certifications.

Responsibilities

  • Lead the planning, design, installation, and management of electric vehicle charging infrastructure.
  • Oversee capital improvement projects to expand electric vehicle charging infrastructure on city property.
  • Support the development and implementation of a Rockville Community Electric Vehicle (EV) Readiness Plan.
  • Lead feasibility studies, procurement, permitting, installation, and operation of renewable energy systems on municipal properties.
  • Plan and execute an energy management program for city-operated facilities and utilities.
  • Coordinate with other City departments to assess vulnerabilities and improve the resiliency of public infrastructure.
  • Lead small and medium scale project teams, managing contracts and engaging stakeholders.
  • Research funding sources and oversee various federal, state, and utility grants and incentives.
  • Develop an approach to measure, track and report progress to elected officials and the public.
  • Implement programs and maintain compliance with City-wide ordinances and applicable environmental laws.
