About the position

The Columbus Department of Technology, Project Management Office, has recently established a Systems Acquisitions team that is rapidly expanding in both activity and opportunity. This team collaborates with various departments across the City to assist with technology procurement, providing advice and consultation on formal technology bids such as Requests for Proposals (RFP), Requests for Statements of Qualifications (RFSQ), and Requests for Information (RFI). The role offers a unique opportunity to leverage extensive technology experience alongside contract and procurement knowledge to support a diverse user community. In this position, the Systems Acquisitions Analyst will be responsible for analyzing the technology requirements of different departments, coordinating the implementation of technology systems, and overseeing the execution of service-level agreements (SLAs) between the departments and the Department of Technology (DoT). The role involves a variety of tasks, including consulting with department representatives to optimize business processes, analyzing technology requests, preparing and monitoring departmental budgets, and collaborating with technical specialists to adapt systems to meet specific departmental needs. The analyst will also coordinate the testing and implementation of technical systems, prepare and renew SLAs, evaluate the effectiveness of systems, and provide post-implementation support. Additionally, the role includes developing IT requests for application development and maintenance enhancements, providing routine status reports to senior leadership, and preparing advisory findings on technology applications within assigned departments. Continuous professional development through seminars and training is also encouraged to stay current with IT principles and practices.

Responsibilities

  • Consult with department representatives to optimize the execution of the department's business processes, needs, and expectations as they relate to technology requirements and goals.
  • Analyze and review the department's technology requests ranging from help desk tickets to implementation of new systems.
  • Prepare and monitor departmental budgets for information technology needs and draft language for execution of the budget.
  • Analyze current available third-party systems to determine compatibility with, and adaptability to the department's needs and the City's technical capabilities.
  • Collaborate with technical specialists in areas such as database and programming to adapt systems to specific departmental requirements; identify potential problems and recommend solutions.
  • Coordinate the testing and implementation of departmental technical systems with Department of Technology staff, department personnel, and/or consultants to ensure adherence to budget, schedule, and scope.
  • Prepare, monitor, modify, and renew service-level agreements (SLAs) for City departments and third-party vendors; evaluate and document the systems' effectiveness, efficiency, ease of use, and fulfillment of objectives; provide post-implementation support for newly implemented systems.
  • Assist in providing price proposals, software and hardware specifications for use in service-level agreements, budget planning, competitive bidding, and procurements.
  • Develop and submit information technology requests for application development and maintenance enhancements utilizing the appropriate documentation.
  • Provide routine status reporting to senior leadership at City departments and the Department of Technology on current and proposed information technology initiatives.
  • Prepare advisory findings for senior leadership in the director's office at the Department of Technology on all pertinent matters relating to the application of information technology within their assigned department(s).
  • Attend seminars and participate in training to remain current with information technology principles and practices.

Requirements

  • Possession of a bachelor's degree.
  • Three (3) years of experience evaluating and implementing technology systems for business solutions.
  • Additional experience may be substituted for the required education on a year-for-year basis.
  • Possession of a master's degree may be substituted for one (1) year of the required experience.
