About the position

The Systems Analyst 3 position at the Butler County Board of Commissioners involves collaborating with various county offices and team members to conceptualize and support enterprise business software systems and database applications. The role requires analyzing and assessing existing applications and procedures, assisting in the definition, implementation, and documentation of technology system software, and establishing business requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal customers. The analyst will also assist in defining technology system project plans, including scoping, scheduling, and implementation, while researching, identifying, analyzing, and fulfilling the requirements of all internal and external program users. Training and assistance to technical staff, support for specialized software products, and leading application analysis, implementation, and monitoring of IS quality assurance standards and testing are also key responsibilities. In addition to these core functions, the Systems Analyst will support internet and/or intranet websites and applications, recommend policies and procedures regarding applications, and contribute to all phases of the software life cycle for various projects. The role includes conducting research on emerging applications and standards to support procurement and development efforts, as well as recommending, scheduling, and performing software improvements and upgrades. Ensuring that projects adhere to established agency application standards is crucial. The analyst will act as a liaison with county technology team leaders to resolve problems with software products or company technology systems, as well as with the infrastructure and operations unit. Responsibilities also include writing, translating, and coding software programs and applications according to specifications and established standards, writing programming scripts to enhance functionality and performance, and designing, running, and monitoring software performance tests on new and existing applications. The role requires administering critical analysis of test results, generating statistics, writing reports for management, developing user manuals, training end users, and managing or providing guidance to junior team members. The position also involves summarizing information on technology systems, conveying recommendations or conclusions for decision-making purposes, and meeting all job safety requirements and applicable OSHA safety standards.

Responsibilities

  • Collaborate with county offices and team members in conceptualization and support of enterprise business software systems and database applications.
  • Analyze and assess existing applications and procedures.
  • Assist in the definition, implementation, and documentation of technology system software, business requirements, objectives, deliverables, and specifications on a project-by-project basis.
  • Assist in defining technology system project plans including scoping, scheduling, and implementation.

  • Convey, in writing, recommendations or conclusions to another for decision making purposes in support of the technology business systems.
  • Meet all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Requirements

  • Completion of high school education or GED plus post-secondary education and/or training in Computer Technology or related field.
  • Four (4) years system analysis or application support experience.
  • Experience with GIS/ESRI preferred.
